Palestinian state skeleton is secular by structure and 2. Even if it did inherit Islamic traditios, the rights of people of different faiths (specially Ibrahimic based) are preserved as long as they're not hostile to the state, something common in all modern countries. What most of them have problem with is a hypocrite colonial state that takes religion as a cover to claim rights to confiscate lands and oppress the indigenous people while advertises itself as democratic, secular and liberal.
