UNECE appoves hands-off driving up to 130kph and the unconfirmed lane change!

This week the UNECE has finally, after almost 2 years, adopted the unconfirmed lane change that we've all been waiting for. However, it turns out that it is only combined with the L3 autonomous driving regulations, for which they have also adopted an increase in speed from 60kph to 130kph. Unfortunately, this is only allowed in Germany for now. And Tesla has not yet certified their system for L3 driving.
So, while I am happy with the adoption of those 2 proposals as of January 2023, it doesn't mean that we will get an improvement on the AutoPilot functionality that we have on our cars until more countries implement the L3 regulations and until Tesla actually certifies for it.

I liked using NoA on long journeys and unfamiliar routes on motorways; I did find it very reassuring that it would take the correct off-ramp, especially at complex junctions where there were multiple exits. Honestly, I'm pretty annoyed with UNECE for removing functionality that worked pretty well for getting off the motorway safely (since Autopilot then automatically slows down if approaching a roundabout). This feels like the competitors whining like babies and telling the teacher on Tesla. Joining a motorway from a slip road was always a bit lacking but then I wouldn't mind so much if they only removed that functionality because of the complexities joining an active lane. Totally different from getting off onto an empty slip road, which worked great.

The removal of the auto exit taking is not a change in UNECE regulations, but the industry and governments demanding a stricter interpretation of a "lane change"

I don't agree with you. I think it is good to have regulation in place to further develope them from the instead of "do as Tesla wishes". Tesla can certify but they probably won't anytime soon since there is no presure from its customer for it.

Yes, traffic light recognition still needs a lot of work. Especially the ones where you have a light for each lane going in a different direction

Traffic lights are mainly in city streets not in highways - where Level 3 will be introduced.

Thanks for your update Steven. I agree with the removal of the unconfirmed auto exit feature. I don't find it reliable here in the UK and didn't feel safe with it. I also agree with the regs that the car shouldn't change lanes on it's own unless the vendor takes responsibility for the lane change (i.e. L3 minimum). This halfway house they have in the US encourages people to feel the system is more capable than it actually is. You mentioned several things that Euro Tesla can't do that precludes it from L3 certification. Could you elaborate? I'd love to be able to use mine in an L3 mode even if only on freeways and in specific conditions. Would make FSD good value for money (currently) if they did but I suspect they are pushing for L4 only and leapfrogging L3....

There are several things, such as creating the virtual rescue lane, emergency vehicle detection, driver monitoring camera missing on the S and X etc. For 3 and Y it might be solvable with software only, but Tesla does not seem to have any interest in actually doing that. They are only caring about FSD beta in the US.

Thanks for your work! Do you know what is actually missing for Tesla fsd to be level3? For example, they are currently tracking driver attention which is one request I guess.

Actual working speed limits (on highways they don’t work at all. The virtual rescue lane aka rettungsgasse also is not there. And the nerve to take full responsibility for the behaviour of the car

@@christophknapitsch9154 Redundancy in sensor suite is key. Pretty sure that FSD will never happen with the current suite. In-car camera for driver monitoring is sort of mandatory, so all European S and X cars will never get L3 without some kind of retrofit. 3 and Y might get to L3 based on the hardware they have now. There are no hard requirements for certain hardware, only for capabilities. How the manufacturers do it, is not regulated.

Thank you very much Steven for this very informative video! It's good that the UNECE is now finally moving forward and I think this was mainly done by Mercedes. While Mercedes is working on level 3, Tesla is working on level 4 and I could understand, that applying for a level 3 certification isn't the highest priority right now. Nevertheless, from the marketing perspective it would be good for Tesla to apply for the certification. I still believe that the Mercedes system is pure marketing (it does not scale), but it's a smart move by them. Steven, let's say that would apply for the level 3 certification. Do you think Tesla is able to fulfill all the UNECE requierments today?

@@StevenPeeters I think with FSD beta V11 - single stack - it will detect stationary objects - and what is left is the virtual lane for emergency vehicles which can be easily implemented in FSD Beta - so I think Tesla will apply for Level 3 - once they have FSD Beta V11. Why would not do that? Level 4 is far away in EU - and why would they let other manufacturers to shine if they also capable of doing Level 3.

@@laplasz I don't think Tesla will apply for it, customers are happy as it is for right know and between an EQS and M3/MY there is a huge price gap and Mercedes will most likely not bring PilotDrive to lower classes anytime soon. Nothing will change with V11.

FSDbeta requires the new DCAS regulations, which are only in first draft. (check my other video on that topic) It will take a while before we will be able to get FSD beta outside of the US.

@@StevenPeeters Yeah, also in Norway, there's a lot of bad map data that leads to wrong speed limits so the car suddenly slows down. Have to have the foot hovering over the accelerator. I wish I could turn speed limits off

The main missing feature is simply that the system must be stable and make no mistakes. There should be millions of km between mistakes which means the average person would never experience it. And yet I had to do a disengagement as late as yesterday when the car suddenly tried to do a hard right turn while traveling at 110 km/h. The cause was some pavement that had been redone and the markings were missing. There was no road work restrictions posted so the system would have accepted the conditions. And while more rare now, ghost braking is still something that happens. We also used to have a piece of highway where autopilot would drift from one lane to the other - they renewed the line markings so does not happen anymore but I really doubt Tesla fixed anything. We do however have a piece with a highway merger where autopilot makes some really hard and worrying steering movements because the lane becomes very wide for a short while. Everyone must think you are having a stroke or driving really drunk. The FSD computer is build with redundancy. They have two computing units so the system can continue even if one fails. This is a requirement. But it does not work. I have had several instances where Autopilot disengages with no warning and then stays off for the remaining drive. In other words, autopilot crashed and failed to recover. It is supposed to scream at me to take over and if I do not then bring the car to a slow halt. But that is not what happens, the disengagement is instant and from that point on there is zero driver assist. Not good enough for level 3 requirements. I am convinced that the new visual engine of FSD Beta could generate a much better understanding of the road and help the system to avoid making such crude mistakes. However it appears Tesla is not putting any effort into using this technology on the highway. All development of FSD Beta is going towards city driving which will be many years before accepted here. In my view it is not so much that AP and FSD is lacking some features but more that the system is simply not good enough to get certified. The reason for this is that Tesla has stopped trying.

Wow, that is a long comment! 🙂 of course the system needs to be stable. But the regulations are to blame for a big part of why AP us acting dangerously. Steering into oncoming traffic because of the lateral g forces? Suddenly aborting lane changes and jerking you back in the lane is not a movement that anyone on the road expects. Sure, it has faults. That is why it is s L2 system and not FSD. Take a look at the FSD beta videos from the US and you’ll see it perform much better and dmoother as in Europe. Even regulat AP is 1000x better than it is here

@@StevenPeeters regarding the steering into oncoming traffic, Tesla could also slow down in order to reduce the g force and stay in the lane. The regulation sucks and is a source of issues for sure, but the unsafe driving is ultimately on Tesla.

@@StevenPeeters Sure, we won't be able to drive at the legal speed limit because UNECE limits are stupid, and we may have to drive slower than humans would. But in any case, surely going slow is still a LOT safer than steering into opposing traffic. To me, this is an important example of how Tesla should make more effort to consider non-US traffic conditions. Their current approach seems to be: "We'll have a look at the rest of the world once we've solved autonomy in the US", which is absolutely ridiculous :(

I don't understand why the UNECE would approve a broader skill-set for Level 3 than for Level 2 so adding unconfirmed lane-changes to Level 3 and not Level 2 legislation is odd - especially as Tesla's system has more than proved itself in the US. Could this be another example of Daimler's lobbying? And, if so, why isn't Tesla also lobbying hard?

@@StevenPeeters Yes, I see that but if there's someone keeping an eye on what the car is doing at all times then it should be allowed to be more, not less, capable than if it was operating totally unsupervised. That's what doesn't make much sense to me.

@@jayarbe60 The trouble is, after the car did something successfully 10 times in a row, your keeping an eye on it will lapse. When the car that is about to pass you is just the wrong shade of grey (or whatever), your car misses it and changes the lane anyway, it would be bad. In theory, I agree with you, but I think UNECE takes into account the fallibility of human drivers... (and yes, my AP has startled me before, too... I still want it to be capable of doing a lot of stuff in supervised mode).
