Looking at the Utah state site, it appears if I have a legally registered vehicle for street use, I don’t need to have an OHV permit. It appears that fee is just a way to harvest revenue for vehicles that would otherwise not pay anything. Am I missing something? Not sure how that affects testing. Since you think the test would be valuable, I’ll take it even though it’s unlikely I’ll be riding in Utah anytime soon. Thanks for sharing the information. Rules and regulations seem to constantly change.

Hello again! Yeah, I had the same question for Utah. It was that same way in Colorado but it seems to have changed. The answer is definitely revenue. I can't remember what I read that made me decide that anything on the trails would require a sticker. I actually placed a call to them to get a definitive answer with no response unfortunately. The exam is good etiquette with some "leave no trace" mixed in. I am a believe in that for sure. At least if we are making an honest attempt at being responsible we can minimize the impact and hopefully maximize longevity of the trails. Thanks Steve!
