If it's true, and I see no reason to think it is not, Palestinian civilians are inculcated to think of death as martyrdom. They will not have the same aversion to death as typical non-combatants in almost all other wars. Hamas uses those deaths to turn public opinion against Israel with astonishing success but the civilians are trained from the womb to be fodder.

The Palestinians don’t care and will not appreciate if their lives are made better . The vast vast majority of Palestinians in Gaza approved of the actions of 10/7 and better food and housing will only make it easier for them to continue to fight Israel in the future and perpetuate the problem instead of solve it .

The natural peace time death rate in Gaza during the period of the conflict would have been around 12,000 .. does Hamas include these as "casualties"? The disruption of medical services would have added a few more. Israel's attempts to limit civilian casualties may have been far more effective than is currently apparent.
