There should be universal 10 year rule for reporting any crime after which people should simply shut up. Only few countries allow this nonsense of reporting someone 20-30 years after the alleged abuse. Speak up or shut up.
It's indeed strange. You are right, most countries don't accept reports decades later. The police in these countries simply says "no evidence, and evidence cannot be found now after all these years".
