Thats the thing, his power was already at that level, he just never had anyone to push him to allow him to tap into it. Its kinda like Gohan, he had a shit ton of power but he could only ever tap into a fraction of it until he got angry. In reality, Broly was well over Super Saiyan Level, and once he tapped into his primal Rage Power and adapted to Vegetas movements, he was much past Super Saiyan God. Its like taking someone who practiced playing basketball for years but never played a game with someone, and then put them in an NBA Match. They will adapt from their knowledge in practice and as they do, they will improve by tapping into the skill they had in store.

Well, its because Vegeta probably assumed he was a nobody since they havent seen another saiyan before and just wanted to fight him thinking broly didnt know he was strong strong.
