Should be replaced with new or just clean it up?

Thank You. There is less chances that dust would travel that for to the filter box, provided you are driving in the extreme windy dusty conditions. Even though if it does, your filter will do the job. But you may have to regenerate them frequently according to your environment conditions. And if water gets in to the filter box due to worst weather conditions, it will drain out automatically as it has a drain pipe. Nothing to worry about 👍🏽

It's not for changing sound. It's performance oriented and better breathing of car. You can cross check the performance in dyno run.
