Yep. Entering with counters on it still counts as putting counters on a permanent. 122.6 Some spells and abilities refer to counters being “put” on an object. This refers to putting counters on that object while it’s on the battlefield and also to an object that’s given counters as it enters the battlefield.

Doesn't work with hydras. Hydras are naturally 0/0 creatures, like Mutate creatures from OG Ravnica block. Because they ETB with the counters, this Commander never triggers to deal the damage. It's the difference between ETBing with the counters, and say using either Cathar's Crusade or Marwyn, the Nurturer in Elf Tribal. It's also why Joraga Warcaller wouldn't trigger this Commander, but Immaculate Magistrate would.

@@isaiahwelch8066 you're wrong about that when it comes to the ruling, the counters are added to the hydras it should still trigger the effect just like all will be one this is the same ruling, it also works for planeswalker as the counters are added after the creatures or the planeswalker enters the battlefield

@@gintokisakata5917 : No. Re-read the above. "Enters with" is not the same as "put" or "place." Furthermore, planeswalkers are not creatures -- they are a different type of permanent, and what applies to creatures may not apply to planeswalkers, and vice-versa. The way this artifact reads is no different than Hardened Scales, which _does not_ follow the same ruling as Doubling Season. Hydras do not enter the battlefield as 0/0 creatures, they enter the battlefield with X +1/+1 counters -- just like, as I said, Mutate creatures from OG Ravnica block. Or, if you want, a creature ETBing because of Undying, as a mechanic, won't trigger this artifact for the same reason, since the counter is not put on after the creature with Undying enters the battlefield, but rather the creature entering the battlefield does so with the counter already on it, as a state-based action -- at which point, there is no space in time for the artifact's ability to trigger and go on the stack. It is also why Melira, Sylvok Outcast actually shuts this artifact down, since she prevents counters from being put or placed on creatures as a static ability.

@@isaiahwelch8066 it's still working this commander is following the same wording that all will be one aka whenever you put counter on a creatures, it's exactly the same wording and hydras trigger the effect on all will be one, you can even ask a judge online about that and he will confirm that with the way +1/1 counters are ruled it count it as putting the counters on a creatures even if the text says enter with x counters... the reason I mentionned planeswalker is because it follows the same principle, play a planeswalker with all will be one and for exemple if that planeswelker has three loyalty counter when it etb's then all will be one triggers three times, because it considers that the planeswalker enter with 0 loyalty then you put the counter on it, same with hydras it comes as a 0/0 then you put the counters

@@gintokisakata5917 : Actually, from various cards like Primal Vigor and Branching Evolution, "put" has replaced "place" as the word to look for. Thus, "enters the battlefield with" actually does trigger effects that use the word "put," unless by putting a counter on a permanent is a cost, rather than an effect (see Doubling Season, Devoted Druid). Therefore, All Will Be One does not trigger when counters are put on permanents as part of a cost. This ruling must have happened when they changed how Melira works with Persist, because it's only a couple of years old. And just like Doubling Season or All Will Be One triggers by creatures ETBing with counters, Melira prevents that from happening by her "counters can't be put on" ability.

An alternative win condition is this Shalai+Hallar and Heliod, Sun-Crowned. Technically a simpler combo than Walking Balista or Triskelion as Shalai+Hallar has a triggered ability rather than an activated one. Not sure if that can make a difference though.
