Actually in the northern US where we have winter snow storms that break lines and snap power poles we have put all cables electric and internet underground for about 20 years. In New York City they have tunnels underground for most utilities, it makes it difficult to tamper with or disrupt. A major storm in the midwest where the people live further apart making underground very expensive about every 5-8 yrs a storm goes through and brakes the poles that hold the wires leaving people with no electricity for several weeks and costing millions of dollars. In gaza and surrounding area your climate is suitable for above ground lines which are much cheaper. The only reason to put lines underground is to hide them.

Hamas enjoys the support of virtually all civilians. They have been schooled to hate Jews and Israel since 1948. Quite literally schooled. About 45 years ago I saw a British doco which went into a Palestinian school. The narrator asked the teacher what the kids were reciting expecting the answer to be a verse from the Qur'an but the teacher replied "death to Jews, death to Israel ". There is no hope. Recent street interviews posted here with both adults and children confirm that the hatred has infiltrated every single Palestinian. Of course they knew the the tunnels were being built, they no doubt worked on them and wholeheartedly supported what Hamas was doing. When you have 6 year olds telling the camera that they want to be a martyr and kill Jews there is no chance of rapprochement ever. It has become a generational hatred.
