What if you never had to fill out paperwork again? In Estonia, this is a reality: citizens conduct nearly all public services online, from starting a business to voting from their laptops, thanks to the nation's ambitious post-Soviet digital transformation known as "e-Estonia." One of the program's experts, Anna Piperal, explains the key design principles that power the country's "e-government" -- and shows why the rest of the world should follow suit to eradicate outdated bureaucracy and regain citizens' trust.

People who have opened a history book understand there are good reasons not to trust their government. The government knew where all the Japanese Americans were to be forcibly moved into camps because the Japanese Americans filled out census forms

I'm an Australian living in Estonia. The digital ecosystem is fantastic, once you get past a few odd hurdles. Estonia really has set the standard. Oh, and visit Estonia, it's an amazing place :)

@@AB-fu6py work visa. Estonia makes it easier than many other countries to get a temporary residence permit so that companies can employ foreign talent where they require it 👍

"One time only" rule is an amazing idea, how frustrating it is to hear each time from government organizations that they need your name and all that stuff. I barely never go to any appointment without address proof document. Good talk, thank you, Anna.

Estonia's lessons around digital identity, 'Once only', X-Road data exchange (including use of blockchain), Data ownership, and the concepts of the data embassy and e-residency - remain highly relevant to other Governments seeking to transform the way government and society interact. While some technological aspects have since evolved - the underlying approach remains a helpful example/model.

Great talk, great system! I hope Finland will soon follow in Estonia's footsteps in this. So far, the main problem has been the technologically challenged older people, who refuse to adopt new ways out of fear of the unknown, and their younger enablers, who keep drumming for their right to remain ignorant.

I’d like to have it in my country. We’re in 2020 and I can’t really see that we use the “digital” potential. Estonia has been using it for almost 20 years. Why can’t we? The vision of getting rid of all the paperwork has completely taken me. In my opinion we waste so much time organising, filling out or even keeping any kind of documents. Of course introducing such a solution to government’s system is probably not easy and takes lot of time but I’m sure it will pay off. In my country going to any office is a nightmare and I mean it. You have to be mentally ready for standing in a queue for half day , dealing with office workers and finally after all of this finding out that you didn’t bring one document which makes you unable to get something done. Here’s the solution and I love it.

Well as she mentioned the 3 things. Marriage, getting an ID card and real estate - we still have to go through that. Your comment actually hit close. I just got my ID card renewed and had to simply sit in a crowded office space waiting for my number to go up. Like jesus, even that one time was enough. Tbh I was a little bit lazy and didn't pre-book a time so I had to go through the regular queue but yeah. One part of the "hidden government" I love that I can do anything through a center "citizen hub" site and don't have to basically take a day or two off to "do government stuff". In reality the biggest problem is that you simply have to trust your government managing this but you put trust in your system anyhow, digital or not.

I guess the groundbreaking physics you were talking about were spoken of by Gunther Pauli, of the Blue economy fame? He spoke of clean innovation in physics being replaced with destructive artificial upgrades in chemistry, all for financial gain and keeping up the protectionist status quo. Dialectical Monist you mean who programs it? People who understand that government is there for the needs of society and who are not afraid of making themselves obsolete. It would be difficult for sure. But if the result is a government that cannot be corrupted by narcissism, it‘s worth it.

Artificial intelligence is the future. I do not want to see inefficient, corrupt and unstable governments in a next 10-20 years. Human beings are painfully bad at governing, becouse of their nature. Only through technology there can be progress.

I want government to be a subscription app I can download and pay for through monthly auto pay. If my government starts doing things I don't like, I don't need to write my Congressman, I just cancel my subscription and download a different app

I like how most people here are concerned about someone watching them or their information being hacked... well guess wat the government and private companies are doing with your on-paper documents when ur not watching! And by the way, when they copy them, you wont get a notification about it.

My country has had the same type of digital government as Estonia has, yet this video makes it seem like it's "new" to have for instance a digital identity, when here in Norway we've had BankID(digital identification) for online voting, online banking, social services and whatnot for many years. No one distrusts this system, everyone trusts the government. Good for them, though.

Sounds like a Yang 2020 Ad lol. Though seriously I herd about Estonia in the tech world and I always thought they were way ahead of every one. They were even doing multi-cryptographic decentralized ledgers way before Blockchain and Crypto came on the scene.

I must say the fundamental thing is still that you have to trust your governments ability to manage your data. Then again the same trust you have to give your government, digital or not. Estonia perhaps the biggest plus is that we are a "manageable" country with a small population, so if some politician or anyone gets rich quick the alarm bells go off. But practically the trust has been gained and at the end of the day the idea is very simple. Instead of going to the office and writing stuff on paper you simply file it online. Like the government will get your data one way or another. It's just more efficient. Every person saves hour/days of travel time in a year and as a population we save a percentage or two, three from the overhead cost of "the government". I kind of hate the concipracy theories. I mean if they mismanage the data then the government would mismanage any data and use it for ill , again digital or not. So far the system works and if we are constantly afraid of everything we could simply do away with government alltogether and live as hut tribes in forests. At the end we still have to "give power" to people to manage others and every system that has humans as a factor in it can fail. But putting those fears first would lead to no progress. I mean we are doing fine, we have roads, schools, gdp per capita is mostly going up, more cash in our pockets etc. It's stupid to have such big fears upfront. I mean its smart to be cautious but for gods sake, at least try the system before building a "mental wall" infront of you. This is more for US citizens who I have seen mostly being extra paranoid about their government while the main collectors are the ones all use as in facebook, google and other sorts tech companies who can track your phones through gps and they don't answer to any government or could "hop countries" . In the end well all know we live in a "broken world" that mostly has become democratic or in other words "the best semi-working system we have" to date. Putting a layer of digital infra on it is in no way the straw that would break the system.

I don't think you fully understand the issues people have with a system like this, especially one that wants to implement a centralised digital currency alongside it.. It would effectively mean full control of how we live our lives. Just look at what happened in Canada with that complete nutcase Trudeau.. Trucker's wanting the simple human right of bodily autonomy had their accounts frozen. We already know natural immunity is better then a vaxed one.. especially due to the unknown long term safety effects of those experiemental mRNA drugs. Yet we are seemingly coerced into taking them to live a "normal" life.. Corrupt government overreach linked to Corporate profits presenting a facade of virtue can take full advantage of this situation. Australia, New Zealand and Austria are other examples of this. For a digital currency/Blockchain - system to work, we need to ensure the corrupted need to profit and take advantage of a population in this situation is fully addressed. People are fully aware of the unhealthy influence multinational corporations and Central Banks have over our governments..

My other concern would be, for those who are living on the street, ir other wise homeless, how does this affect basic survival? If one doesnt have access to a device or computer, how do you prove your health history or insurance? Or vote, or collect assistance? I've had times where I didn't have a smart phone or computer. Is it a cash free culture as some other have said? Disabled or elderly people, how do they cope?

Each person has a unique personal code that consists of 11 numbers. They are easy to remember because there is a easy system to how they're made up. To prove who they are, they need the code (id card would be ideal but the code will do the trick most of the time) Also insurance? If you mean medical insurance then everyone expect unregistered unemployed have medical insurance provided by the government (that means everyone who pays social tax or for whom social tax is paid for, are covered by haigekassa) and the personal code is enough for doctors to see your medical history.

"We have to become transparent". Yep. That's basically the only problem in the brave new world. Hope it'll go well for you, Estonia. Sure grateful that here it's different. I'd rather deal witb government offices, inefficient amd annoying though they might be. A stong digital identity? A strong digital signature? Good grief. Yeah sure, nobody could EVER hack that. It's from the GOVERNMENT, right? And if you have smart cryptographers setting it up it's crime proof, right? And you could report any misuse, right? And the government, which we know, never ever gets corrupt, especially in a DEMOCRACY, will take care of it, right? Here we call that "living in a bubble". But, heck, they already do it fo almost 2 whole decades, hey, that's historically like an eon, it has basically proven itself. Definitely export it to the whole world. Heck,everybody should become a transparent citizen. Such an easy life... And no, i'm no technophobe. Not trolling or hating. Just honestly concerned. And amazed at how naive people have become so short after a blood soaked century of totalitarianism. Hope there will be a way out again after humanity has built a digital cage for itself.

Politicians, and the human factor in general, hinder more than they help. Humans have their own agendas that are often not in line with the common good. Prejudices, sympathy for some and not for others, corruption and personal gain, retribution of personal favors, and cognitive biases are some of the factors that compromise the evaluations of human decision makers. Algorithms and AI are much more reliable and transparent, and should be used whenever possible. When the unique abilities os humans are needed, a careful structure should be put in place to counteract the negative aspects of human judgment. A lot of progress has been made in this direction in psychology and behavioral economics, and these ideas should be used when we structure the decision-making processes. Daniel Kahneman and Richard Thaler have been talking about these things.

And I am working on programmed halogramic humanoids that are operated from central database system and can serve people 24/7 which speaks all the languages in the world. this efficiency is admirable but should not be applied to empower the state but in the contrary to deconstruct it so to let free market give all services and abolish taxes and the inevitable human government corruption

A state can be free to approve a system that's intentionally insecure, though not on paper. For use as yet another figure in the power struggle against its people. So-o... this is by no means a silver bullet of citizen trust.

I care more about what she has to say because she is pretty. I recognize the bias, but I don't try to fight it. Rather I recognize that people have this type of bias, and realize that one of my goals should be to be more pretty (or handsome in my case).

A backup (done well) is different than a separate record. A backup is securely linked to the main repository, and doesn't get changed or read by anything or anyone _but_ the main repository. The main repository remains the "single source of truth" for everyone else who might want its data. If the regular storage is corrupted or inaccessible, the repository system will use the backups to answer all data requests until the problems are resolved.

and what happens when an EMP or solar flare shuts down the power and fries the system? You're basically back to zero. Hey, I love the idea of no bureaucrats but paper records have value. You'd also need to regulate the internet as a public utility; maybe easy to do in a country like Estonia, but here in Canada, it would be a logistical nightmare.

@@dialecticalmonist3405 Do you mean the US government who via American banks have funded the European far right parties to stabilise Europe? As for proofs several of these parties ( in France and Italy) have admitted it. Russian banks have helped as well. NATO is mainly funded by US fundings but look at how it's split. US gov govern NATO (fair enough) with European fundings paying mainly for administrative and structural costs but US fundings pay mainly for buying weapons and equipment. Those ones must be Americans. Technically, the US gov uses NATO to spend American taxpayer money to buy American weapons from American companies which in return funds government campaign and offer 'presents'. So the US fundings come back to the US but the European fundings do not go back to European companies. That's why trump decided not to leave in the end 😊👍🏼

A blockchain is meaningless if it can be altered. It is far less efficient than a central server.

@@chocomalk Yes. It is a digital ledger of records, secured by a system of trust, involving physics and/or logic. If this digital ledger can be altered by a central authority, it destroys the entire purpose of having a digital ledger of trust in the first place. If one places their trust in a central authority, it is not necessary to have a blockchain that secures trust. A central server is far more efficient than a blockchain, but efficiency is not what blockchain technology was created for.

I think its less we need to digitalize our government and more give the current system an update to better utilize today's technology. Tech government sounds wonderful if nothing goes wrong but key word being "If". And I think we humans have demonstrated spectacularly that we cannot maintain good leadership in a changing world.
