My school is doing asbestos removal here in Canada while we're still in school. We have asbestos around pipes and asbestos sprayed ceilings. I even watched people pick at the lining of asbestos around the pipes with no protection or anything. It clearly said asbestos is bold red letters.

You certainly dont want to be around anyone picking at asbestos, let alone thermal insulation such as pipe lagging.

Shit, my old house had asbestos in the living room under the carpet.

If it was the vinyl floor tiles i wouldn't worry. The asbestos content is extremely low and the fibers are bonded into the matrix so it is extremely difficult to get any fibres released into the air, even if they are broken up. If its covered by a carpet you'll be fine. Its very common in houses built between 1950-1985.
