I believe most fines should be proportional, especially if the case is workplace-related. Each and any corporation always tries to cut expanses even to the detrement to workers' safety. So a fine of a fixed amount is just a thing they can accounnt for in their budget. But if a fine is, for example, 5-10% of whatever their profit was a year before that would hurt them.
