This should have been stopped by Clint Eastwood, as mayor. He had pledged, "to stop all the murders in the rough part of Carmel" but failed. Why?

Blood rype alone wouldnt mean much to me if i was a juror. But add that to his changing stories, the unexplained scratch, putting himself at the crime scene....any reasonable jury would comvict
