President of a country = Head of state Therefore, President of an organisation = Head of the organisation Even though a presidential role can be ceremonial, it is still the head role. The queen is our head of state despite her role being almost entirely ceremonial.

It depends on the country, like the United States of America or the Philippines the President is the head of state and government. Unlike Singapore which has both, the Prime Minister who is the head of government and the President who is the head of state kind of like top diplomat or basically the chief public representative. Queen Elizabeth plays the role of head of state, which is largely ceremonial with little duties.
