The Perseverance rover began a two-year mission to collect Martian soil samples this year. It's the first of three missions, jointly sponsored by NASA and ESA, aiming to bring Martian soil back to Earth in hopes of finding evidence of past life. The total costs of the missions will likely exceed more than $9 billion.

You need lots of organic material to grow plants in soil which would take a while to build up into sufficient quantities as it would most likely have to brought from Earth mostly in the form of humans, their food and waste. In the meantime food will most likely be grown hydroponically which is an extremely efficient way of producing food as it minimizes waste. Only the nutrients taken up by the plants needs to be added back as opposed to our normal way of fertilizing which involves covering entire fields with it in the hopes enough of it will reach the plants and be absorbed.
