ND filters are like sunglasses for your GoPro Camera, they are meant to reduce the amount of light that reach your camera's sensor so you can slow down your shutter speed and get that cinematic motion blur.
Nd filters are not meant to change the colors or anything like that , they are neutral density and are only used to get blurred effect in videos and photos.
If you don't use ND filters and try to slow down the sutter speed then your videos will be overexposed and unusable because there will be too much light entering through your camera's lens.
