The boat they are in is fact a boat in that it rests in the chocolate river, which we saw prior to this. The boat is driven by the paddlewheel the oompa loompas are turning, and pretty damn fast. Since the paddlewheel is presumably pushing against the liquid, and the oompa loompas are going as quickly as they are against a liquid denser than water, I hypothesize that, yes, they are going as fast as they seem, and that the oompa loompas could probably punch their hand clear through an NFL linebacker's chest without much effort.
