Hmm very interesting! I've had this issue for many months and assumed it was caused by me moving my OS over to a new SSD, but I finally did a reinstall & the problem returned shortly. I tried many things to fix it, and I can't role back to an older version of Windows at this point because I installed fresh into version 20H2. But as you said you can't keep holding off on updates so its not a real fix regardless. But my fresh install proved that this wasn't an issue with the files within my Windows 10 install.... So... I am wondering if this issue is a poor reaction to our hardware? Is your PC custom built like mine? I am using the ASUS TUF Gaming X570 Plus (WiFi) Motherboard & only other part I can maybe point a finger at is my SSD being a Seagate Barracuda 120 SSD... Either way, I am keen to try this. But one question I know disabling things in Windows can sometimes had adverse side effects like gutting & disabling other services. Has disabling this caused you any troubles?

​@@TheIdleCrow Hey, unfortunately it has caused one minor issue as I discovered recently. Without that service, the windows store and xbox app fails to find the drives for updates or installs of it's apps. Not a huge issue and won't cause any major problems but instead, I now keep that service disabled on startup, but re-enable it when the computer is on and I need to update or install windows apps, bypassing the slow startup but keeping the service when needed. It now has led me to discover that as I turn the service on once already started up, one of my drives (My G: drive) would still not be found... until 15 minutes have passed, the same amount of time the black flicker would last on startup. So now I know that the service is struggling to find that one drive, which when it runs on startup, causes the black flicker as it recovers. Now the drive itself seems fine so I doubt it is a hardware failure, but have no idea why this would occur to this single drive, and I am still trying to relay this to Microsoft. For now, I really do recommend having the service disabled on startup and if needed (It only seems to effect microsofts apps) manually enable it once started. As this bypasses the flicker and will allow the service to recover itself in the background. If you find a drive not being discoverable in Windows App settings (Not "This PC" as it will always show up there but in settings) for a certain amount of time, then you likely have the same issue. But this will fix itself over time once the service has started and should not disrupt your usage much like the black flicker does. If you have issues with starting up the service again (It's greyed out) go to Start, type "Services" and select it. Find "Storage Service" in the list and right click to properties. Change the Startup type to automatic and apply, then press Start under Service Status. Be sure to turn the Startup type back to Disabled after to stop the blackscreen on next startup and apply again. This will keep the service running for that session but will ensure it remains disabled for startup. It's frustrating to have to do this sort of thing but it's the only workaround I have so far and not as bothersome as it could be. Hope this helps for now, I'm going to keep trying to figure more out. Also yes, custom PC here. Asus z170 pro gaming motherboard. I updated all bios and chipset as advised by Microsoft to no avail. But I do also wonder if the cause could be a Microsoft update not playing well with something related to that hard drives connection.

@@lemonynebula Hmm.... You know what, our motherboards are not the same model.... But in this guys video it said ASUS, I am on an ASUS & you are on a ASUS motherboard..... That is kinda showing a connection... May just be coincidence, but something to think on.... Maybe something in the more recent Windows updates don't play well with our ASUS boards... But since we're not on the same model.... I gotta assume if this problem effected everyone with an ASUS board.... Something would of been done by now.... But thanks for your helpful reply. To bad it creates a problem... I use xbox game pass on my PC & It would annoy me to have it disabled or to have to bother reenabling it each time. For me this problem only seems to happen every once in awhile, usually after a windows update that needs a restart, or if I update a driver for my graphics card. I don't know this for sure.... But my guess is it happens whenever my Windows registry changes or something... But if I let nothing update or change much I never see this problem. It's an annoying problem I've been living with for like 4 to 6 months that I guess I'll have to continue living with... But I'll also keep poking around. If I ever do find a true fix, if I remember I'll write a comment again here. But hopes are not high, I was at it for a long time before I tried the reinstall (finally gave up)

@@TheIdleCrow It may well be the Asus link, perhaps something in certain boards are affected. Thanks for saying you will update us here if you do find anything. I will be trying to do the same. My issue is on every startup, and after buying an SSD specifically to speed up the startup I find it easier to disable and enable when I want to use the Xbox app and such than wait 15-20 minutes on every start. You should probably disable the Service once just to check if it is the same issue, then re-enable if it isn't, though if it does not cause the issue every time it may be a little harder to check. Perhaps do it when next updating your graphics card or any registry changes. If it is that, perhaps a script to enable it just after startup automatically could be useful. Either way I wish you luck.

There's a way of fixing this blinking issue, which can stop it and allow you to catch up on updates. First, wait 10-20 minutes of the screen blinking. This blinking is windows explorer starting and stopping. It'll eventually stop (at this point the issue isn't gone, and will happen again on next reboot) Then type "services.msc" without the quotes into the search (next to start button) and hit enter. Scroll down to "Storage Service" and double-click it. Next to "Startup type:" choose "Disabled" (It needs to be disabled. delayed start won't fix the blinking). Hit OK and reboot. Have to give credit to TallAwkwardGuy on reddit for initially finding this fix. I'd been using this video for almost a year before windows refused to let me remove quality updates.

Hijacking this pinned comment to say that pressing ctrl+alt+del didn’t work for me, so I turned off my pc, and upon booting it back up to the login menu, you can use the bottom right tab to restart like how he did in the video Hope this helps! :)

@@exhd9 no. I believe for me it was a virus or even my cpu was fried. But I stopped using that computer anyway. Hope you find the solution to your problem..

Guys i have found a solution...go to the windows boot..i dont know what it is...just in the video...then just restore everything...not format..there is an opyion restore...then done...it will start working

@@Ash-vy3qu i had received the errors, backtracked in the reset to the "main menu" and restarted the computer to try to find out more about the issue. But suprisingly it had solved itself. I know its not too helpful but thats what happened for me

@@farhananfasa6143 Hi, I solved this issue a month ago. My computer's working fine now :) This is what I did: Press Shift + Restart and go to Reset. Choose delete all files and install windows from local device, and wait (This will delete everything in your computer). Tell me if it works!
