Hello Bryan , those rubber things are seals for th choke and throttle shafts .Also facing the start side of the engine , the oblong hole bt the bolt that holds the screen on goes by the upper left bolt . It's for the timing of the engine . At top dead center of intake you will see a little X that's stamped in the flywheel . Good job .

Hey Brian, maybe check the spark plug wire, the insulation may have broken down letting it short to ground where it passes through that retainer/clamp. Movving the wires position might make it come and go. If you run it in the dark ans move with plug wire around, you'll see it arcing to ground if that is the problem.
I did that, it was good. Fires right up now without issues so I suspect bad condenser/possible how things were wired up. Now to find something to put it in.
the armature on the coil wasn’t making good connection to the housing. you took it out and put it back and then it started working. probably when you were testing the magnet the previous time you didn’t put it back perfectly
That's because I didn't show on camera me unscrewing them as they are a pain to get to, at least one of them is. So to save time, I cut that out. Bit still to this day, I have no idea what exactly was the issue other than it just wanted money thrown at it since this was round two of me being in it doing exactly what I did last time to it.
