On April 14, 2024, at approximately 10:42 AM, I, Trooper Akins was conducting laser speed enforcement on State Road 91 around mile marker 294.5 in the center median. I observed a maroon vehicle traveling in the left lane at a high rate of speed and estimate that the vehicle was traveling at 115 mph in a posted 70 mph zone. I targeted the vehicle with my laser Atlantic measuring device and activated it. There were no obstructions between my vehicle and the maroon vehicle. The digital readout showed 117 mph at 475 feet away. I activated my emergency lights and siren and overtook the vehicle as it changed lanes to the right lane. The maroon vehicle, bearing the Florida tag BYO2KL, did not slow or stop for approximately one quarter mile, so I decided to drive next to the vehicle to make sure the driver was not having any type of medical issue. I observed the driver looking forward, not looking at me, holding a cell phone, and driving in the right lane at this time, traveling approximately 80 mph. Shortly after, the driver sped up and continued north on State Road 91, passing cars in the left and right lanes. As I pursued the vehicle from behind, I kept my radio transmissions to the Lake Worth dispatch, informing them of my position, speed, and traffic conditions. As I was approaching the Okahumpka Service Plaza at mile marker 299, FHP Trooper Garrett Shuman was waiting at the 301 mm on the right shoulder. We continued northbound following the maroon Nissan as it passed cars in the left and right lanes, and as it began to travel on the right shoulder (emergency lane), passing cars in the emergency lane and on the left shoulder in the grass going northbound. When Trooper Shuman joined in, he took over the radio assignment. We continued northbound in Sumter County, Florida, entering close to mile marker 307, where it merges into Interstate 75. The vehicle still was not indicating it was slowing or stopping, and it was approaching speeds from 80 all the way up to 120 during this time. During this pursuit, I was assessing the chances of pitting, but the vehicle was traveling at a high rate of speed, and I felt that there was not a good chance to pit due to the speed and traffic conditions. We continued north on I-75, and the vehicle continued to travel in and out of traffic, passing in the left lane and in and out of traffic passing in the right lane, almost crashing into several vehicles as it approached them and also several vehicles as it changed lanes cutting in front of them going northbound. Traffic conditions were medium as we traveled North around mm 330. The vehicle was slowed down by traffic in the right center lane and right lane to around 40-45 mph. As we approached mile marker 331, traffic ahead was clearing, and I had the best opportunity to pit. I indicated that I was going to attempt a pit at mile marker 333. I attempted the first pit, but the vehicle sped up, and I missed the left rear vehicle. I lined up for a second attempt while the vehicle was still between 45-50 mph and only made contact. My third attempt was around 55-60 mph, and I made contact with the left quarter panel and pitted the vehicle successfully. I made a quick U-turn to pull in front of the vehicle. As I exited the vehicle, Trooper Shuman exited his patrol vehicle at gunpoint, keeping in mind not to laser my partner. We got the vehicle stopped with the subject's hands out the window to open the door. I holstered my firearm after Trooper Shuman got the defendant out of the vehicle. Trooper Shuman performed a takedown of the driver, and we proceeded to handcuff the suspect in the right emergency lane. We immediately lifted the defendant onto her feet and brought her to the front of Trooper Shuman’s patrol vehicle and asked her if she was ok, and she stated "yes". We still asked for the paramedics to come to the scene to check out the driver to get an OK. Sumter County Fire and Rescue 4 checked the driver out and stated she was fine Trooper Shuman proceeded to search the defendant and place her in the back of my patrol vehicle. We were able to put the defendant's vehicle in neutral, and Trooper Shuman was able to push the vehicle out of the roadway and to clear all lanes onto the right shoulder. I obtained a Florida driver's license for the driver and ID'd the driver as Wayneisha Rickia Toombs. Ms. Toombs stated she did not know that we were trying to stop her. After running her driver's license through D.A.V.I.D. and FCIC/NCIC, it also showed that her license was suspended for nonpayment of a traffic citation in Miami-Dade County on December 7, 2021. All appropriate supervisors were called or notified by me and Lake Worth Dispatch to inform them of the PIT maneuver that was initiated. The vehicle was towed by Jeff Rivas Towing of Wildwood. After the on-scene investigation was completed, I transported Ms. Toombs to the Sumter County Correctional Facility for booking. This all occurred in Lake and Sumter County, Florida.
