@@thegirlatnumber43 yeah, I realized that later on that these songs doesn't have to be songs that were written before Fearless was finished (that's how I thought about it before). Edit: although a lot of people commented that she wrote it at 16. Which would also makes sense since she said it didn't make that cut because it was another sad song. So it was considered for the album.

You all over me was written after Taylor wrote Forever & Always. That's the reason why it didn't made the album. Taylor recorded it instead even there's no time, the song was in the process of acceptance, forgive and forget.
