The ironic thing about mentioning 99 Red Balloons / 99 Luftballons is that the song is about a little girl letting some balloons go, then a general mistaking them for hostile aircraft/UFOs and scrambling jets, leading to all out war

The generals don't really mistake the balloons, later in the verse it is revealed they use them as a pretext, because they think they will win political power through escalation. The last verse starts with "99 years of war left no place for winners..." It's a warning to be cautious and against propaganda.

It was THE prototype. Henry Dunant hailed from Switzerland, and in 1859, he became a witness to the Battle of Solferino, where 6,000 soldiers died and 25,000 were wounded. He spend the next days treating the wounded and was pondering the idea of a neutral organization tasked with preparing during peace times for the care of the wounded in the next war. In 1863, he and other people founded the Organization of the Red Cross in Geneva, and taking the inverse Swiss flag as their symbol to signal neutrality to all combattants.

The truth about "Groundhog Day" is that 2nd Feb. is Candlemas Day in the Catholic Church, and there is an old proverb about this day: If Candlemas be fair and bright, winter will have another flight. If Candlemas bring cloud and rain, winter will not come again. It just means that if the weather is good at the beginning of Februrary, it won't last and the bad weather will return. If the weather is bad, it will continue so for a short time and then get better. It's the same (but opposite) as in the fall with Indian summer. Just a bit of "folk meteorology".
