A Prof says you can't dismiss ineffective staff because permanent and pensionable. As a Prof does he know people can be retrained to help them do their work better? If no improvement after, there is no question of not dismissing - so better for Council to keep doing shody work than get more qualified, skilled individuals out there, who are many and looking for work? This attitude is appaling, in my opinion!!!

There is performance appraisals in public service. Unless the county decides they don't want to use them for reasons best known to them.

Prof let this crafty CECs not tarnish your name .Their answers are not professional at all....Get very skilled young men who have the relevant expertise and experience specially in kisumu I want to believe that they are abundant.....perhaps don't sack them but redeploy them and appoint better guys if permanent and pensionable and the courts are the problem.
