Very accurate placements in regards to what the criteria were. In terms of actual early game power, the characters from the starter team are pretty much top dogs. Between HWM and GR, you only need 1 shrine for PBS and the rest of the shrines can go on PD and MAA who scale extremely well with the unlocks. I'd say Hellion and Jester come after mainly due to first paths being the best ones and some very solid skills but both want their full kits asap because the strongest "staples" come with the last shrines. Leper is an interesting one because he himself starts out with a great kit. However, he needs some combo enablers and most of them require deep unlocks. So he's good "early game" but only when you have almost full unlocks on some other characters.
One reason I liked this idea when I came up with is how different a tier list like this vs overall strength of characters, I tried to make it clear that they were different to not confuse any new players haha. I'm sure if I did this tier list 10 times it'd have some slightly different iterations but overall I think I got it fairly accurate, thank you for watching
Speed token per last time I read wiki notes says it sets the Hero speed to 100 points, due to how rolls work that speed rolls is a die from 1 to 6, I think the math would be 100 points and whoever rolls highest gets to start first vs another speedster, so 101 to 106 speed battle between them
For the record, there are a small handful of tokens that are in the game but are not on the list in game, I didn't explain them for spoiler reasons. These are usually act or lair boss tokens, and if you look up their specific wiki page (in description) you'll see what the tokens do

I found heros to be priority followed by stage coach and resourcefulness. Everything else is a luxury at your own pace/need. I also learned Bounty Hunter is pretty nice to invest in early. He comes stacked and can replace a lost slot if you can limp to the inn.
