More commercials were shot on tape in those days than we realize today - since the ones that have circulated over the years were all 16mm prints, either individually or included in 16mm network prints of shows, but the 2" tape copies were nearly impossible to distribute. In this case, this tape was clearly a demo tape for a production house that specialized in videotape commercials - how it ended up in the Nixon White House Communications Agency collection is a mystery, but I suspect that someone sent it as a demo to possibly shoot tape commercials for the Nixon 1972 campaign. And the campaign did use videotaped commercials, especially "man on the street" type things.

The special she's talking about ( 3:23 ) - aptly titled l Racquel, is ...brilliant, in its own twisted way. It was directed by (the late) talented, Mr David Winters (a very nice person), and has to be seen to be believed (though I can't stand Bob Hope, he's so....lecherous, that's nauseating). I didn't see it on YouTune for the longest time (I got my copy on video cassette from Tower Records in Los Angeles, and I still have it, and I even got both David, and Ms Welch to sign it (ru-vid.com/video/%D0%B2%D0%B8%D0%B4%D0%B5%D0%BE-iDsWsgaHgMQ.html).

On the first one, you are right, because Bern Bennett was the announcer of Playhouse 90's episode of The Nutcracker which was broadcast in color back in 1958.

I think the date is one day off. This would have been January 27, 1967 not January 26. At 2:44 when it switches to Richard Foster at his desk you can clearly see a newspaper headline “Three Astronauts Killed”. That was of course the Apollo 1 fire which occurred at 6 PM eastern time on January 27.

I remember seeing this on it's first TV screening in the early 70s. This scene was supposed to establish that the Hayward character was a great, big, super-talented Broadway star. After the scene, I remember thinking, well, okay, of you say so. Poor Susan. A thankless role. Good thing Judy got out.

I've always wondered what's the point of showing an "actual closed circuit picture" in a TV commercial to demonstrate how good the picture is. That closed circuit picture has to go through your own TV too. If the picture is great, you don't need a new TV.
