There are actually four Tensui-ren in Japan. So whenever you mention "Tensui-ren," you need to specify which one. 1. The original and oldest Tensui-ren (天水連) in Tokushima originally founded in 1897 as Nankaku-ren (南廓連) and renamed "Tensui-ren" in 1946. www.tensuiren.jp/top.html 2. Tokyo Tensui-ren (東京天水連) based in Koenji founded in 1985. They are not affiliated with Tensui-ren in Tokushima. Their dance music is distinctive and very different. Wildly popular in Tokyo. They also have a friendship connection with Saipan where they perform at the island's Japanese autumn festival every year. So at Koenji, the troupe has a few musicians/dancers from Saipan. facebook.com/profile.php?id=100071863455828 3. Osaka Tensui-ren (大阪天水連) in Mino, Osaka founded in 1995. Tensui-ren Minami-Koshigaya (天水連南越谷関東支部) founded in 2008 as another affiliate of Tensui-ren in Tokushima. Their music is similar to Tensui-ren in Tokushima. They appear in the Minami-Koshigaya Awa Odori held almost the same time as Koenji. 天水連南越谷関東支部.jp/ "Tensui" means heavenly water. Mentioned in a proverb in Awa Province (Tokushima) dialect.

Good question. They are not priestesses. They would be members of a dance troupe that performs this dance. Couldn't find any info about how they are recruited or selected, but it likely depends on how much they are committed to practice and master the dance.
