So, only black lawmakers should be allowed to vote on whether to give aid to East Europe. White lawmakers may give aid only to Asia and Africa after the fall of communism. Otherwise all white nations of Europe such France and all white lawmakers of the western hemisphere will get together to vote to give the riches and the natural resources of the western hemisphere only to east Europe. I don't see how the arguments are contradicting. Seems to me you could both have an agreement forced upon you, and the agreement not being upheld either.
