The state government also proposed to raise 40,615 crore from the market, which is marginally less (44,970 crore) than last fiscal borrowings. The outstanding loans pegged at 3.57 lakh crore or 23.8% of gross state domestic product (GSDP) is a mild dip from 24.3% revised estimates of the previous year. In 2022-23, the total outstanding liabilities were budgeted at 25.2% of GSDP . Revised estimates indicate Telangana’s outstanding liabilities can be contained at 24.3% of GSDP, which is within the fiscal responsibility and budget management (FRBM) limit. The fifteenth finance commission prescribed total liabilities as a percentage of GSDP of states at 33.1% for the year 2023-24, 32.8% for 2024-25 and 32.5% for year 2025-26. Figures of Telangana are much lower than those prescribed by the finance commission. As per Reserve Bank of India analysis, Telangana could borrow at lowest rates, as compared to other big states in 2018-19. To raise non-tax income, the state government also proposed Outer Ring Road with a length 158km is proposed to be monetized on Toll Operate Transfer ( TOT ) basis.
