When we hear about fighters asking for more money outside their contract it's because agreeing to a 4+ fight contract is the safety net if they lose a few. It also pigeonholeds them into a locked price if they win 2 or 3 in a row or get lucky with the media like masvidal.

He has a very marketable persona. UFC does look for the best fighters. But they also know that they’re in the entertainment business. Garbrandt has the look, fighting style and charisma that can carry a title and draw PPV numbers.
I tought Mark Hunt should have been on the list. After the purchase of Pride, the UFC offered to buy him out of his contract, which he refused and after losing a few fights he came back to almost win the title against Werdum. Definitely a top 3 UFC reject. It is a hard list to make tho, as there are so many fighters to consider.
