Boy, would that have been an all-time shocking loss for the Giants. Still costly, because their kicker Brad Daluiso tore his ACL on that play, out for the year.
I read that the plan was to pooch kick so Deion couldn't return it, but Daluiso kicked it too deep. Of course, they tried a squib kick 4 years later, and completely screwed up.
If that last play was a TD, it would have altered the NFC playoffs. Dallas goes to Washington (whom they had swept) and the Lions and Vikings would have rematched for a round 3

The Giants offense was really pathetic the first half of the '99 season. They still managed a 5-3 start, but a tougher schedule on the back end really exposed them.
