The tolerance on the print/book, that's all you get, doesn't matter if it's only 0.0001 outside the box, outside the box is outside the box. The difference for me in the way the measure was done was I don't like using drills as a gauge, That's what gauge pins are for, they are usually +/- .0001 or less, I used then a lot for various things, they were probably one of the most useful things in the shop other than the mics and calipers.
