Nearly every tornado is multi-vortex at some stage of its life. The main vortex of a tornado is highly unstable and prone to what is called vortex breakdown, where the downdraft in the center of the vortex becomes wider than spiraling updraft that surrounds it. This causes that spiraling updraft to literally break down, and instead of one concentric funnel you end up with a lot of smaller, but more intense updrafts forming erratically in the main circulation. Even very "solid" looking elephant trunk or stovepipe tornadoes have suction vorticies at ground level. They just typically get obscured by dust. Rope tornadoes are sometimes an exception to this, as they have such a small area of tight rotation that the central downdraft has trouble punching through it to the ground, and instead those winds often contribute to a stronger RFD which can actually strengthen the rope tornado substantially, leading to what we know as a drillbit tornado. Even then, these small tornadoes can breakdown and become multiple vortex, as we saw with Andover.
