Yes exactly. The white wheel is attached to the arm and the arm is tensioned when the wire pulls the arm up putting tension on the belt. I'll post a video of it tomorrow if necessary..

Looks great! I noticed that it has straight foot rests, instead of a crank and pedals. Only one thing about it, because it no longer pedals like a bicycle, it is considered a moped, or a motor scooter and requires a license and license plates. It has to still be able to be pedaled like a bicycle to be legal. Just thought you might want to know

I've personally only gotten it to about 50. It will top out somehwere around 60 I'm guessing.
