Was this a nursing home or assisted living? If assisted living the residents are not monitored the same as in a care facility.

I suppose they could have just locked her in her room to "protect" her....otherwise, she was able to get up and move around and walk around which is her right....I'm glad she passed away free and out in the open where she liked to be....better then having a posey vest on tied to a bed.......
