Ironically, he has lived in California's Central Valley: Some of those counties have Latino-majority populations, but how those Central Valley Congressional districts are drawn favor Republican candidates. Look at the district that former House Speaker Kevin McCarthy used to represent: It's an odd shape to say the least, but how a district is drawn can routinely deny Latino-majority populations the ability to elect Latinos. Gerrymandering is a contemporary form of apartheid.
