ULP is actually one of the characters that holds up the entire GTA IV story. It wouldn’t make sense for Niko to go around killing that much in Liberty City, making drug deals for other people, and not have the feds on his back. So ULP comes in and he’s got some leverage on Niko, making him do the dirty work but keeping him clean in return, and trying to find that special someone for him. Some good writing right there.
This guy and Mike Toreno are a couple of my favorite characters in GTA. They're sophisticated, connected and even though they jerk the protagonist around they teach them things and keep their word.
@@nicoffee777Not really CJ was trying to take down the loco syndicate, Toreno was the last member remaining after he and Cesar wiped out T bone, Jizzy, and Ryder. So they were under the impression he was just another scummy drug dealer. Not a government agent.
This guy is a badass Case in point: When you're driving to the dropoff in Rescue Agent ULP, make him man a turret on a Insurgent Pick-Up or Barrage. He'll mow down absolutely _everybody_ before they come anywhere close to you.
It's like IV and V take place in different universes altogether. In GTA 4 ULP was an interesting character, I wanted to know more about him especially when you learn he's Serbian like Niko. In V, he's just a guy you see for awhile like, why have him back at all if it's only to see him for two cutscenes and learn nothing new about him...
Well both are agents, both use the player because of their skills to help them fight against the agency`s enemies, both convinced the player to join them in exchange of favors (CJ in freeing sweet and niko in finding darko) and both actually kept their promise and helped the players. So yep, both are similar in many things
JDMatt steve is like tenpenny, both are corrupt agents, use the protagonists to do their "not so ethical" job and tried to ged rid of them, both killed a member of their team for selling them out (tenpenny killed agent sanchez and steve killed andreas sanchez),and both are the main antagonist along with some powerfull people (tenpenny with big smoke and steve with devin weston) and both died in the end (although one died by accident and the other died by a shot)
Every problem is fixable you should search harder or if you really can't find answer make a thread on gtaforums and people there might help you surely more than on youtube.

The voice actor of Agent ULP played M Bison's henchman Zoltar in Street Fighter 2V and Bison's scientist in Street Fighter 2 the Animated Movie. RIP Milton James. You will be missed but not forgotten.

I’m sure that they used to work with each other. It makes sense that ULP was mentored by Toreno and was his friend. ULP does honor his word to Niko like Toreno does when CJ has done his missions for him. However the difference there is that ULP is too bureaucratic and keeps his loyalty to the agency while Toreno have a strong sense of patriotism that such false flag terror attacks would be too far for him to bear in mind.

I think the "canon" ending is that he didn't die in the V single player mission and continued on into MP, cos it's pretty much canon that after The Ill Gotten Gains pt2 update the online goes from 2013-2017 which would mean Agent ULP would have to have survived the whole single player portion of the game
well in one of the import/export missions agent 14 mentions that it was 2017 and in that very same mission you rescue a bunch of bank robbers from the union depository which has never been robbed before at the time of V's story mode. Plus seeing as the last vehicles added into single player was the vehicles from ill gotten gains pt2 logically speaking it makes sense that that would be at the end of the story mode (aka 2013) and every update after that fills up the timeline between 2013 and 2018 (now)
he was a real treat in GTA 4. It always felt like he was in the know, and had Niko cornered, but didn't want to hand him over _just_ yet, as he still needed him for some things. and that voice acting really helped drive it home. RIP Milton James.
Can we take a second to discuss that his office is very confusing. It has windows on opposite walls only like 6 meters away from each other, but the hallway is much wider.
NICE, that always bothered me too. I think I included that in a GTA 4 Rockstar Logic video years ago... maybe it's an IAA fake set to confuse the people that visit the office
This is ridiculous. He was such an important character in GTA 4. And over time he actually got likeable. But him appearing in GTA5 makes no goddamn sense, especially in an actual gunfight. Also his death was lame. I have no problem with Rockstar killing of old and likeable characters, but not in such a cheap way like they were nameless fucks to the community.

One of my favourite characters from GTA IV, I like how he might look like a jerk but in the end he is doing what he does for a greater good and eventually keeps his word.
I never noticed ULP in GTA V I assumed he was a NOOSE agent. I'll never understood why that FIB tactical team didn't shoot Steve in the head, they basically let him shoot the guy that called them without disarming him and then didn't kill him when he did actually shoot; and then they shot at Michael for literally no reason.

@@salarzx62090 You can also believe Transformers movies are peak of cinema. Fact remains that GTA IV remains the best by far in series in term of overall story and it's consistency. V on another hand? One minute it tries to be serious and meaningful, another an utter opposite. It's like Marvel movie, throwing jokes left and right at earnest moments which simply comes out as off. Characters meanwhile are one of the weakest in the series. Antagonists are a joke to those of San Andreas and IV. Franklin is a flatboard, Trevor is more a caricature given how he constantly flips, which leaves Michael with family so unlikable that weights his entire character down far more that it should. Support casts? Lamar basically the only one who's come to mind years later, and that's due to great voice actor performance. So yeah, for GTA standards, V is a mess and IV is great.

Not to mention, that comparison is stupid because the writing in GTA 5 is nowhere near the same level as Transformers. IV isn't really that great. The story is overrated. Most of the side characters are weak. The endings don't work. The gameplay mechanics are garbage. In terms of consistency? Lol what consistency? You have this story that's supposed to be dark, meanwhile you have characters like Brucie who acts like he's in an hyperactive teenage comedy and you have Bernie Crane, who just a caricature/stereotype of a gay person. Yeah, GTA 5 has a balance of serious and funny moments just like previous GTA games. It's not trying to be anything it's not. At least it's more in line with earlier GTA games. That Marvel comparison is stupid Also, the supporting cast of GTA 4 isn't that great. V is way better. Franklin isn't just a flat board. It's obvious you didn't pay attention to the game. Trevor isnt that much of a caricature and Michael may not be likeable but that's the fucking point. They try to make Niko likeable and yet you can make him gun down a shitload of innocent civilians. It's just jarring. At least GTA V characters aren't painted as these good heroes. So yeah, 4 is a mess and stupidly overrated. 5 isn't perfect but at least it's better than 4.
I wonder how ULP is alive, in one mission you can shoot and “kill” him as Michael, but I guess he either wasn’t killed directly and went into the hospital or whatever

Look, guys! The writing in GTA IV is better and far superior than in GTA V, for a lot of reasons: 1- In GTA IV, before the DLCs came out, we only had one protagonist with a shady background, Niko. In GTA V, they had to split the story between 3 protagonists, to give the three different perspectives they wanted us players to have. In results, the story became a little shallow portrayed by 3 protagonists, than by only 1. 2- GTA V was meant to be the "afterparty" of GTA IV, because of it's huge jump and improvements over previous installments, but, nonetheless, GTA V went even further in a lot of aspects. GTA V was commemorative in various ways and references, this being from the character's cameos all the way to the game's location, California, the perfect inviroment for 'a blasting party', opposite of New York. 3- It was a first in many things, from mechanics to missions, including Three Leaf Clover, which gave GTA V's central point. 2 games. Two different atmospheres. Comparisons are inevitable, but not entirely fair.
Episodes from Liberty City maybe... GTA V's protagonists were generic and very stereotypical, their actions were predictable and all of which were very hypocritical.
Man, i really like ULP, he is a man of his word, he probably knows how is to be betrayed by a guy that just wanted money and survive, he sympathies with niko ULP is like Mike Toreno, he is a bad guy but keeps his promise, and in the end, i feel that ULP is grateful for what Niko did, and respects him. I like how Minkov and his friend spoke pure russian, without the stupid polish or czech accents and with the word "bratan", which is kind of a jargonic word for "brother", that's awesome, a music to my ears!
This "supposed to be dead but came back in Doomsday Heist" agent strikes again. I never wanted to return to that suicide mission nuclear silo. But here I am after playing ULP contact mission.
It was creepy. I honestly feel sorry for those drones. Left in there to whittle down for the last five years because it was too expensive to remove them. Just sat there, near fried and only left on their automatic systems, breathing, twitching. Unlike the Clones, they are hardwired in the Clifford System, and that means the poor Juggernauts are sat in their suits of wires and organs, probably suffering.
@@rhysandmike3373 I liked Bernard/ULP at the end. He did with the online character and Niko exactly how Toreno did with CJ during Sweet's prison release. I have a feeling the last Clifford drive might be stolen by a rogue agent later on. That intel won't be safe by just being kept secret. A PERMANENT remove of Clifford I expected and ERASE not SECURE.

The thing is that NB is like a pawn on the chess board. He is a hitman, like a tool, of course he killed innocent people, but not so many, analyze it. He killed a lawyer to cover his own ass from a cop trying to cover his own ass too. Niko commits crimes for other people (most of the time). Except for his revenge, of course. U L paper doesn't care about Niko, remember that the whole operation was to catch Elizabeta. Niko kills for money or to protect his loved ones (Or himself), but he doesn't run a drug bussiness like Elizabeta
Meanwhile, in GTA Online, he contacted us and knowing our criminal record being the size of a freaking skyscraper, far worse than Niko, decided to hire us on the spot after a few encouraging oath-taking speech. Even though GTA 5/Online are part of the HD Universe with GTA 4, there’s a glaring inconsistency with the tone.
I am on a binge of GTA IV characters in GTA V and seeing how they ruined them... I am really happy that Niko's voice actor is gone and he won't be ruined like Agent ULP or Johnny, Packie, Brucie. In my head canon they never appeared in Los Santos. Also thank you to that person who saved 3d universe characters from being ruined by coming up with the "HD universe" idea.
Well for the GTA SA cast we are pretty sure about some characters fates: - Sweet most likely got killed during one of his gang wars with the Ballas or Vagos. Which is why Grove doesn’t exist anymore in GTA V and Ballas took over the block. - Kendl and Caesar probably moved away to San Fierro as they realized how awful things got in LS and probably after knowing about Sweet’s death. -Truth probably also stayed mostly fine getting his “inner peace” and happily gaining money from his weed and other drug businesses he had besides getting high The only one that’s fate is mysterious is CJs itself. There’s still speculation between the community that he either was killed or he moved to be a major player working along larger organizations like the Triads and their casino in Las Venturas or the Rap music business managing Madd Dogg.

He died at some point and ULP has had a new voice actor since he returned in GTA Online's Doomsday Heist DLC in 2017. He recently returned again to give us 6 contact missions where you stop the Duggan family from rigging gas and oil prices to their own favor, making them extremely expensive for everyone else. At the end of this new mission strand from ULP, you discover that the Duggans were using the last bit of Avon Hertz's Cliffford AI code that was still left wide open and totally usable. You go to the nuclear silo base inside Mount Chiliad in Blaine County, San Andreas to get rid of the remaining bit of Cliffford code for good. (atleast for now) There are several differences in ULP's dialogue during the phone calls in the missions, depending on if you have completed all the three Doomsday Heist Acts and the Diamond Casino Heist before you do the new ULP missions.
Great voice actor. Learned to like him for playing CABAL in Tiberian Sun and even without the voice effects I feel like there's still a bit of CABAL's madness in the paper man. :)
ULP canonically survives the 2013 shootout. However, I'm with you. While Doomsday does confirm his survival, it's so "out there" that it feels hard to consider canon.
Nevertheless, I am glad he's alive and well. Even if they brought him back in a story that involved a potential AI invasion with clones and cyborgs that can turn invisible.
If you ask me, Online stopped being canon after Further Adventures in Finance and Felony. I really don't see how you could fit giant stunt tracks, bat cars, bunkers and flying DeLoreans into the lore
TheDragon_Fister gunrunning and smuggler run and doomsday heist took place in 2017 and after hours dlc took place in 2018(confirmed in gta wikia cause they say gay tony moved to los santos in 2018)
