Growing up I had physical and emotional abuse that even to this day has given me anxiety and PTSD however it never caused me to hate fictional characters. They’re still entitled to their rights to privacy (by US law at least, not sure where ya live) and other than putting them on a public registry, not much else can be done (that said I do believe they have to notify the government where they live or they risk more prison time)
