I don't understand why the guards let them get away with so much with the horse. I would have already yelled at him!

There is always one person trying to touch the horse when it's pretty obvious that the horse does not want it.....

This man might be simple, and not know what the horse means. Also the guard should have moved him on, the horses trust the guards to help them it must have been obvious to the guard that his horse is rattled, can't understand it he shouted at a Chinese woman pulling the reins but allowed this man to maul his unhappy horse. Think probably the guards get to a stage where they are so fed up they don't have the energy left to keep on telling people off, if this is so, he should know exactly how his horse was feeling. I do sympathise with both the guard and horse.

Some people just have no respect… I do have to ask why are their manes cut short??

Behaving like an arsehole in public, like this black fellow here, is not a criminal offence in the UK providing the behaviour is not outrageous or endangering others as we are quite a tolerant society. Had the Trooper thought the man had overstepped the mark he would have intervened as the Troopers are ultra protective of their mounts, but as the man was clearly enjoying his conversation with his mount what's the real harm? When the Ministry of Defence(?) Policeman approached to see what was going on their was no intimidation, confrontation or aggression which is the way it should be, as by the accents all 4 are locals, the man, the trooper, the mount and the policemen.

I wish and hope that one day soon they will put a stop to the tourist touching the horses. Put a fence up to stop the tourist coming too close. After all these horses are on duty, it is no petting zoo.
