Yes, that was N'zoth. But you gotta love the arrogance of Azshara, she's dying and she's like nah.. screw you, You're gonna be my equal, not my master.
Ok, but I think this shows something interesting. Azshara has a heart. That doesn't make her good, or any less cruel, but I think (and again, this is my interpretation) that on some level, she cares about her people. She could have just escaped from the city, but instead she tried to save it. When N'zoth was making a deal with her, she also bargained for the lives of her citizens. While no, I don't think they were the primary reason, I think a part of her cares, even if it's a small part.
@@MrVarder She helped them only for her own gain... like literally she was used to having people that adore her, love her, serve her, she would rather die than start from scratch and gain that position again. She only "helped" her people cause she knew they will adore her even more for "saving" them. If she would knew they would turn against her no matter what choice she would make, she would just let them drown or ask Nzoth to brainwash them.
She had one last move, one last card to play, and I honestly think N'zoth didn't see it coming. He had an answer for it, but I still don't think he saw it.
Now look where we are. In a "faction war expansion" where the faction war is a sub plot and the main plot is Nzoth rising. And now we're about to beat his dick off in the raid. Yaaay....

Also most of them have probably either died from the shock of sudden the water hit. Or the force of the water knocked them unconscious and subsequently drowned
