This game re-uses a lot from THPS3 PS1. Because Bam was in the "More Skaters" section in that game, he is here. As for Bob, he wasn't in THPS3 due to being in Konami's X-Games Skateboarding instead. Because of that and a combination of laziness and limitations, Bob is at the bottom.
Few tips to make things easier with zero stats runs. A full special meter will make literally everything easier, you can use grinds to accelerate and you can jump late, a smidgen after you’ve cleared a ramp to increase the distance and height you jump. The boneless is your friend too. Combo challenges can be done in any direction basically as long as you collect all letters in a single combo. Quite often the suggested order isn’t the easiest.
pretty sure theres also a way to ollie higher, can't remember which buttons you need to press but it's probably one of the shoulder buttons (though im not sure if thats tied to stats, maybe it is?)
Bam had an alternative costume called “fry cook bam” but they didn’t add him in the final game. His special tricks are still in the game and his costume is in the gba version of THPS 4 and I think the model is in a beta version of the ps1 game I’ve seen a video about it. Idk about the Bob placement though.
Very good to see thps4 one of the first games in my life and definetely one of the favorite and I have no expierence with ps1 you're right on that this version feels empty especially the college with tennis players, football players and drunks is so cool also the garage thing and cars did you know that the publisher of PC version of this game in Poland released a dlc (not really you could install it from the cd with the game) that included around ten hip hop songs, actually nice ones by cool at the time polish rappers some of them are classics today
I've had this version of THPS4 for a few years now but never got around to trying it. I think I'm gonna try it now because of watching this. I've played the PS1 THPS3 before and rather enjoyed it's take on the Canada level.
Not sure why you havent done this: once you get to the point you know you’ve done every possible 0 stat challenge you can…you start by adding 1 stat point at a time, so you at least finish the game. Thats the only thing that always bummed me out about these.
Funny enough, when AndyTHPS was playing this version of THPS4, he had the music off, and any time he unpauses, the music plays for like 1 second. I'm not sure it's because he was playing on an emulator or what, but it's a pretty funny thing that happened. And it happened here as well, I'm surprised!
I'm not sure if this is the reason for the Bob Burnquist thing, but he was the "main" skater in ESPN X Games Skateboarding which released the year before this game. Maybe there was something up with that. Bad blood, not knowing if he would even be in the game until time to print copies, something. Or I could be completely wrong.
He did return in time for THPS4, but due to many factors, including time constraints and hardware limitations, the devs of the PS1 version opted to just give him Jamie Thomas's stats, and use some "leftover" specials that would've gone unassigned otherwise. Likely less taxing that way.
I think Bob Burnquist was a late add-on to the game due to other licensed game issues, although I dont remember. Shouldnt be hard to put him in alphabetical order but that's the only thing I can think of. Bam may be some sort of licensing issue too.

It's possible he canned the series over concerns family and friends or potential clients might see it. Just a thought. Could be an accident too. They were never officially uploaded anyway.
