Batman Contigency Plans: Bill Cipher 

I don’t doubt magic users in DC could do that, but Batman himself, I don’t think he can do that. What I mean by that is he could figure it out but I don’t think he could do it without help.

What’s stopping bill from recruiting creatures in the phantom zone and breaking out exactly? It’s not impossible to break out of the phantom zone from within it.

That being said, I would like to note that it is currently unknown as to whether the life preserving qualities of peanut brittle would be effective in any universe other than it's own and probably would not work the same in your world. Even so, using Justice League tech, one could easily transport themselves and others into this universe and then use peanut brittle to freeze them indefinitely. This could serve as a way to prevent people with terminal illnesses from dying until a cure can be found for their condition. As to how this can be utilized to help mankind regarding distribution to the general public should be left to the administration of local governments, led (and controlled) by Wayne Enterprises in order to ensure it's use is ethically and morally sound. I would also like to note that there is information that the Justice League might not be privy to yet. After defeating Bill Cipher for the third time using the contingency plan you mentioned (most likely based on this), the Pines twins, specifically Stanley and Stanford set off on a globe trotting adventure the two of them had been planning their entire lives. During their travels, they 'accidentally' came across someone who was capable of using hypno regression therapy to access the memories of Stanly Pines, in order to ensure Bill Cipher was truly dead and gone. This individual was actually working for a group known as the SCP Foundation, and was working on a followup case regarding SCP ~ 4444, AKA, Bill Cipher. While the foundation documents every last detail possible, I will spare you the Red Tape and get right to the point. During this regression therapy, the 'therapist' was able to access and record the last words spoken by Bill Cipher as they had been imprinted deeply on Stanley Pines memory. While Bill's last words seemed like incomprehensible non-sense at first, when recorded an played backwards, it revealed a startling result: 'A-X-O-L-O-T-L, my time has come to burn! I invoke the ancient power that I may return!' As you are well aware, Axolotl is an ancient Lovecraftian demon of immense power, and if a being such as Bill Cipher was invoking it's name upon his death, then we have MUCH to worry about... Even if Bill Cipher were to ever re-appear, I don't feel as though there would be much to worry about as the Pines family as a whole has already defeated Bill not once, not twice, but on three separate occasions. As a result, the being known as 'Bill Cipher' has long since sworn revenge against the Pines family, and with the power of a Lovecraftian demon backing him, should be considered a dangerous threat. The Pines family should be monitored and protected against outside threats, because it would seem their family unity is a super power in and of it's own right. Their strengths and weakness intersect and overlap in such a way as to provide them with natural protection from almost all outside threats, but everyone has blind spots, even Bruce Wayne... While we can only endeavor to achieve self autonomy, in this case, I feel it is imperative to keep the Pines family safe, if only to do so long enough for them to spring into action. While the Pines family is convinced that Bill has been defeated, the Justice League must remain ever vigilant in it's protection of this vital asset.
