I think they mixed things up. UNESCO wants/wanted to put most parts of Hallstatt under World Heritage. That would mean most inhabitants would not even be able to put a nail into the wall without asking for permission first. From what I know most of them take it with humour. The mayor himself stated in an interview that they are fairly surprised by the fast progress of Hallstatt/Guangdong, since they were talking about it laqst year, and now it's nearly finished. But that's just my opinion.

creating a few theme town for real estate business is ripping off culture? America did the same thing with japanese gardens,Williamsburg, and the world's famous monuments in las vagas

I'm not suprising for what they did. Nowadays Chinese sees foreign branded items as important necessity to build a person image. In a few decades you will see their culture replaced by western style leaving their own history into despair.

So I guess the Chinese has no sense of shame, ripping off an existing village and make a replica in the mainland... It seems the Chinese really loves insulting other cultures... And also, a Chinatown is different from this copied Austrian village: Chinatown was made by the Chinese while the copied Austrian village is being made by the Chinese without the consent of the Austrians.
