**This incident will be covered in several parts due to the length. Part 1 is the Officers response and Part 2, will cover the contact and subsequent arrest of both suspects. Thanks as always for being a part of the Arkansas Police Activity Team**
OFFICERS RESPONDED CODE TO THE INTERSECTION OF SOUTH KATILLUS ROAD AND VALLETTA CIRCLE IN REFERENCE TO AN ACCIDENT WITH INJURY. OFFICERS ARRIVED ON SCENE AND OBSERVED MEMS UNIT #08 ON SCENE. OFFICERS MADE CONTACT WITH MEMS PERSONNEL AND A SUBJECT, IDENTIFIED AS ASHLEY LUTTREL, INSIDE THE AMBULANCE. LUTTREL ADVISED MEDICAL STAFF SHE HAD TAKEN XANAX TABLETS BEFORE DRIVING. LUTTREL ADVISED SHE WAS THE ONLY ONE INSIDE THE VEHICLE AT THE TIME OF THE ACCIDENT. MEMS STAFF ADVISED LUTTREL WAS IN POSSESSION OF A PRESCRIPTION BOTTLE WITH XANAX INSIDE. OFFICERS REQUESTED THE BOTTLE TO VERIFY IT WAS LUTTREL'S PRESCRIPTION. MEMS ADVISED LUTTREL'S BOYFRIEND, JACK HANSEN, HAD THE BOTTLE. OFFICERS REQUESTED THE BOTTLE FROM HANSEN. HANSEN HANDED OVER THE BOTTLE AND OFFICERS OBSERVED IT TO NOT HAVE A LABEL AND TO BE EMPTY. MEMS STAFF ADVISED THE BOTTLE WAS NOT EMPTY WHEN THEY HANDED IT TO HANSEN. WHEN OFFICERS ASKED HANSEN WHERE THE PILLS WERE, HANSEN TURNED OUT HIS RIGHT POCKET. OFFICERS OBSERVED LOOSE BLUE PILLS AND A SMALL GLASS JAR WITH A GREEN LEAFY SUBSTANCE INSIDE OF HANSEN'S POCKET. OFFICERS DETAINED HANSEN AND LUTTREL. OFFICERS LOCATED APPROXIMATELY 26 XANAX PILLS ON THE GROUND. OFFICERS PREFORMED AN INVENTORY SEARCH OF LUTTREL'S VEHICLE AND LOCATED A BLACK GLOCK HANDGUN IN THE CENTER CONSOLE. LUTTREL ADVISED OFFICERS BOTH SHE AND HANSEN NORMALLY DRIVE THE VEHICLE, BUT THE FIREARM WAS NOT HERS. HANSEN ADVISED THE FIREARM WAS NOT HIS EITHER. OFFICERS ARRESTED LUTTREL FOR DWI-DRUGS, REFUSAL TO SUBMIT TO CHEMICAL TEST, AND POSSESSION OF CONTROLLED SUBSTANCE SCHEDULE 4. OFFICERS ARRESTED HANSEN FOR POSSESSION OF CONTROLLED SUBSTANCE SCHEDULE 4. OFFICERS STORED THE XANAX AT THE NORTHWEST SUBSTATION AS EVIDENCE, THE FIREARM WAS STORED FOR SAFE KEEPING, THE GREEN LEAFY SUBSTANCE WAS STORED TO BE DESTROYED. MVR AND BWC IN USE.

It depends some ppl don’t check mirror’s often and have music up loud unfortunately and when ur running 35-50mph like in the video and law enforcement are running 80+ the time ppl hear it they officer is on top of them. For the most part ppl yielded too them some braked but they where in the moment of what do it do. I really didn’t see anyone be a complete dick or anything. Some of them probably thought they was getting pulled hints why they took time pulling over. Considering how much traffic it was pretty good. After seeing the wreck idk why they where running code for something that little. But ever department is definitely ems and fire was on scene and they should have slowed down alittle it wasn’t that important. I use too be in law enforcement and have experience in the field and also still on the fire department

@@triplehfarmsllc7348 I have never missed seeing an emergency vehicle in my rear view mirror, long before I hear the sirens. It just catches in my peripheral vision. Even when actual pursuits are coming up behind me. Now cross traffic is a different story. You can't usually hear them if windows up and music on, like I normally do. And you definitely can't see them until the last few seconds before they get to the intersection. But these guys have no excuse for coming up behind, as far as I'm concerned.

Agreed, some people are morons. Police cars are already fitted with number plate scanners, there should be some sort of system they can activate. Anyone obscenely failing to yeild should promt a footage review and if confirmed, should receive a hefty fine in the mail.

Some people treat their cars like their living rooms or bedrooms, playing music super loud, or they are on their phones, deeply into some conversation with someone, or just zoning out on an audio book, or whatever and NOT paying attention to their surroundings, so they don't even realize an officer is right behind them, with sirens and lights. And some just don't move over because their are ignorant of the law. A ticket might just be the wake up call for them.

I am a former firefighter. When I drove fire equipment, I wanted vehicles to pull to the right and stop if it was safe to do so. Some times when vehicles are moving at the speed of the other traffic, it is not safe to immediately move to the right and/or stop. In areas of traffic congestion, I wanted traffic to just stop and allow my emergency vehicle to find a way through the congestion. People should frequently look in their rear view mirror for things developing behind them, and be ready to take appropriate action.

Had music up too loud one day when I was just out of highschool. Never heard or saw the Battalion Chief (in his marked SUV) come up behind me. Not sure how long he was there for but all I saw in my mirror was his grille lights, he was that close to me. Got over and 5 seconds later he was on scene. Car into utility pole, mom holding a crying kid outside the car. Since then I made it a routine that every so often I just check my rear view even if I know nothing is there, and any siren I immediately slow to the speed limit so if I need to move, im going slow enough I can do so. Rolling up on the fresh accident, knowing the chief was probably yelling at me to move, and then seeing the people kinda changes your view and thinking.

Yeah, former LEO here. Would have been chewed out for this type of driving for a traffic accident that already has fire and EMS on scene. Also my state does not allow us to dangerously blow through red lights, we must stop and fully clear it first, even when running code. The amount of lives put in danger to run code on a call that did not need you to arrive where the situation is under control. Sure step it up some but no need to run like this.

@@jeepthing98 You’re taught to pass on the left, because the Arkansas state handbook says to move to the right for emergency vehicles. If any of these cars would’ve turned right as he was passing on the right he could be held liable. I understand it’s frustrating but especially if fire and EMS are already on scene most the time police don’t even need to run code to certain accidents

I have over 40 years experience in driving EMS vehicles. The one rule we have internalized is NEVER pass on the right: If someone hears your siren and pulls to the right into you the MVC is ALL your fault!! Nothing is so important that you can't arrive safely!

@@facetiouslyinsolent8313 no that’s the law. That’s the truth you a 45 minute response is way better than no response because the unit crashed. Emergency vehicles have regulations they must follow. Nowhere in the us (I believe) using lights and sirens give cops the right away it simply request it. Cops firefighters and emts must operate with due regard when responding.

I have seen so many horrible examples of code-3 driving from states in the south, and this is one of them! I was gritting my teeth watching this, especially when the police vehicle that was in front of this guy went to pass cars on the left hand shoulder, which was the correct way, and that forced some of the traffic further to the right just as this police vehicle passes the same traffic on the right. What exactly does this officer want all of the other drivers to do??? He or she is confusing them, and made it more dangerous for both officers as well as the many other drivers on the road trying to get out of the way but with nowhere to safely do so due to the dumbass driving this officer was doing. Looks to my experienced eyes as if Ark. is really seriously lacking in adequate emergency vehicle operator training (EVOC for short), or the officers are just blatantly ignoring not only their training but common sense. Really really BAD emergency driving here!

By the grace of God the driver of this police vehicle did get there, but I was gritting my teeth the majority of the time due to his horrible, aggressive, throw caution and common sense to the wind driving!!! The comment you are referring to was right on, and yours was incorrect and misguided. And I can say so from my perspective as a 29-year career retired LEO who has unfortunately attended way too many officer funerals, and yes, including those due to fatal traffic collisions while responding code-3 to calls. This video is one of the best examples of how NOT to drive code-3, end of story.

As an EMT, there’s no real justification for the officer to run code 3 to an accident call where fire and EMS are already on scene. Also a lot of his driving was out of line such as passing on the right when there’s opportunity to pass on the left.

A vehicle accident with injuries is a vehicle accident with injuries. You don't even know if that's the car with the injuries. What if on the other side of that fire truck there was a car upside down with a baby under it. You don't know until you get there you stupid fuck. You are the reason why I stopped being a deputy sheriff, because I can't reconcile in my head protecting and serving the same fucking scum who want me to stop chasing criminals or think I'm rushing to fast to get to an injured person. I always honk my horn 5 times as I turn on my emergency "flashers" as I pull over, a lot of other drivers will hear and see this and pull over as well. Not all, but most. This can have (thankfully) a cascading affect and cause more drivers to realize that an emergency vehicle (ambulance, fire, police) is coming at Code 3....

The comments are a mixed bag here, a ton of people praising the officer for good driving and a ton of people criticizing him for passing on the right and creating dangerous situations. In my opinion both these views are correct, yes his driving was very skillfull from a driving standpoint, however passing on the right as much as he did created some possibly dangerous situations had somebody reacted in a way he didn't expect. Considering the sheer amount of people failing to yield for the officer I don't blame him for the way he is driving, however this is definitely not standard procedure and I would only recommend driving this way if the situation 100 percent calls for it. I don't think this type of driving was necessary for this response. On a side note, people should pay attention and stop being blind while driving, so many people in this video I want to send back to driving school.

@@peggys2546 Let's be fair... cars made since the 90's have so much noise reduction technology in them it can be hard to hear sirens when the windows are up. Then add in music or any other noise, plus the fact no one pays attention... it is a surprise that there are not more crashes with 1st responders

This shows how many drives should NOT have their license. This officer is very used to driving this area and knows how people DO NOT care and DO NOT pull over. On another note there is no reason this officer needs to be driving so crazy if medics are already on scene. He is no rushing to save anyone's life. He is rushing to do an accident report 🤦‍♀️

Good lord that traffic is dumb as hell. MOVE IT Over here if you hear a siren from an emergency vehicle, you move to the right as much as possible and let them get through the left lane or left side.

Was that type of response really necessary tho? A single vehicle into a pole, low speed. I mean, the air bags probably didn't even deploy, it wasn't a high volume roadway, that didn't require a response that, let's be honest, put others at risk. The driver of an emergency vehicle exercising a privilege granted by law, must drive with due regard for safety, having regard to all the circumstances of the case, including the nature, condition and use of the highway; the amount of traffic that is on, or might reasonably be expected to be on, the highway; the nature of the use being made of the emergency vehicle at the time. Emergency vehicle operations have always been dangerous, but it’s more of a threat today than ever before. Congested roads, distracted drivers, cars built to keep drivers from hearing the very noise we make to alert them to our presence, and technology within our vehicles all make the simple task of driving a complex and stressful one. Responding with emergency lights and siren does not relieve personnel of the duty to continue to drive with due regard for the safety of all persons. You don’t automatically have the right-of-way just because you’re running lights and sirens or driving an emergency vehicle. You are simply requesting the right-of-way from other drivers. You don’t have the right-of-way until those other drivers are aware of your presence and have yielded to you. That’s why you need to try to make your presence and intended actions known to other drivers, and drive defensively so when other drivers do something unexpected, you have time to react. You have a duty to serve the public, to travel and arrive safely at the scene of an incident, and to do “the most good for the most people.” Never forget your number-one priority: everyone goes home safe! Drive as if your life depends on it, because it does. This also applies to the lives of your crew and the public you serve. Keep in mind some people are hearing impaired, some people are vision impaired, and these people can be crossing at intersections, children can be running after puppies - things happen that you need to prepare for and there is not emergency important enough to risk the lives of innocent members of the public.

I’m driving school I was taught to check my mirrors every three seconds. That seems excessive, but often you see emergency vehicles before you hear them.

Failing to yeild possible causes: 1) Not paying attention. 2) Is distracted. 3) Panicking / Scared. They freeze up like that Jeep. 4) Geniunely can't hear (deaf, loud volume, or car cancels out external noise too well. Especially modern cars.) 5) Can't physically get over due to other traffic. 6) Not reading the situation / Lack of awareness. 7) Genuinely does not care. 8) Purposely blocks out of spite for LEOs / EMS (rare but does happen in some places).

I agree that a lot of people didn’t move when needing too. My only criticism to you, is there was a few spots you were bobbing and weaving where the car in front of you got confused by where you were going and you could have been in a accident easily.. careful brother. You are a great driver though I’ll give you that. Just pick what lane your going to be on, and if you gotta change, make sure your not flying up behind a car that’s in the lane you just went to because they are trying to go to the opposite then you’re trying to get back left leaving them in the middle of the road with you coming up quick. No bueno

Damn right it should. The pucker factor when our ride along unit decided he should go parallel on the right going through heavy traffic, the way he crested that blind curve at 80 to stopped traffic when he caught up with the other unit, the huge lack of regard for safety of the motoring public in general

Haven’t found regulations for Law Enforcement, but NFPA 1710 governs fire department response. They recommend the first unit of a career department to be on scene in under four minutes, 90% of the time. In the time it took this one officer to arrive, the NFPA recommended the entire alarm assignment to be on scene (average four apparatus).

Okay I too was a former career firefighter and what are you as a patrol officer going to do when you arrive. Put out a flare pattern, save lives or what? There was no reason for driving the way you did, i.e. on the right shoulder? This is a sad video of what not to do. If someone would have merged to the right as told and you hit them, what was your department going to say?

I am amazed that you could get away with reckless driving like that. Hasn't anybody ever taught you that you do not pass on the right when rolling code? Several times we saw people try to merge to the right to get out of your way only to find out you were already there. You never pass on the right when rolling lights and siren. It goes straight down the center line and if they don't move you sit on their ass until they do move. And what for? So you could put traffic cones out of an incident that was already clearing? In my jurisdiction we have a policy not to exceed the speed limit by more than 10 mph. You were flying! Why? To put out traffic cones of an incident that was already clearing? You were moving like we move when an officer needs help call.

I get it he's trying to expedite and I totally support LE, but immediately passing on the right like that rolling code is asking for a crash. Often vehicles will automatically pull to the right without looking. Right in front of you. Worked on an ambulance for 10 years and I'd have been fired for driving like that even if the rig was able to do so.

One lesson we can take is when there are multiple units going code 3 responding to a non-violent call (e.g. not a pursuit), a training for the cops may be needed to stay on one side (either left or right). Drivers will be confused when they see a cop on the left, slowly making room by going to the right, and another car is on the right.

I haven’t seen people that dumb since I delivered in Kentucky. Drive in the right lane. I don’t care if you’re turning right in four miles, if there is space in the right lane, and you are not passing, move it over. If an emergency vehicle is coming up behind you (and thanks to four thousand dollars of lighting, you can be seen for over a mile), and you are not already in that right lane, move it over, immediately. With the increased quality of onboard cameras, they ought to be able to mail out ‘failure to yield’ citations like they’re going out of style. The officer was driving as expeditiously as possible despite the best efforts of the majority of the motorists to intervene. Theoretically the left lane would be open, and you can sail on your way, and only chirp the siren to change the lights. But with Dingbad Dale and Left Lane Lucy on a Sunday stroll, emergency operators must actively avoid them.

This officer broke all the "Code 3" response protocols with the crazy driving. Passed vehicles on both side, weaved in and out of traffic, weaved around cars with another police car to the left running code....confuses drivers badly doing this, overall quite reckless tossing safety out the window. About the only thing they did right was slow down at intersections where they had the red light. This officer needs to understand the most important thing it to "get on scene." If you crash responding by driving like your pants are on fire you will do nobody any good and cause others to respond to the original call and now your accident. Glad they made it....but luck does run out too. Driving like they were put everyone at risk and the lawsuit would have been high. 10 minutes is a unusually long code run, they must have very limited police coverage.

You are spot on with your observations. And in today's world with in-car cameras recording officers driving like the one in this video was doing, that will inevitably, at some point, become the primary evidence resulting in a lawsuit that costs potentially millions of dollars and could be career ending for the officer... if he or she survives that long after driving so aggressively like they are John Wayne on steroids.
