They're neither. Testament is canonically nonbinary, and in Japan, they were originally referred to as "X-gender". The different voice actors are just due to localization.

testament was originally a dude but the creator of the game decided to retcon this and make him non binary. any information on wiki about testament has been changed to none binary so the only proof of testament being a dude was in the original game. this is the same case for Bridget who states himself to be a dude in guilty gear XX. however i could be wrong about testament as people have claimed that in the Japanese version of the game, his gender was ambiguous so it was up to the players to decided what gender testament was. Japan is no stranger to making fictional characters either traps, reverse traps, unknown, or leave it for people to decide what gender they are. there was no right or wrong answer when it came to characters like testament.

You do realise that testament literally doesnt have anything down there. The boobs on the mod are there cause the creator added them, otherwise they dont have a gender. Even if we go by voice, a woman can have a deeper voice as well.
