H is only 26 horsepower at the belt, baling hay is a real workout, did a good job in the lower gear

it's surging because of the baler. bigger tractors will lope pulling a square baler in a heavy winrow.

Nice old tractor, used to bale with one myself! Sounds like she's surging a bit, maybe some carb cleaner?

The reason it’s surging is it’s not a big enough tractor to pull the baler.

What it needed was a lower gear and a hay rack so the bales never touch the ground.

Absolutely not the governor. The baler on these tractors make the tractor sound like its loping. When the tractor is sitting there, youll see it rock back and forth, it matchs the action of the baler. Balers take some power to run and their rows are actually to large for this combo.
