Why would reducing the pivot tilt lockout to 4 frames be the solution to people abusing the current 9 frame lockout in order to get pivot tilts in 5 frames? You decided 9 frames was what it should be, but people figured out how to do it in 5 by abusing the firmware, so you reduce it even further to 4 frames so that people aren't abusing the firmware??? Why don't you remove the exploit and keep the lockout the same? In what way does "We never want people to abuse the firmware" justify buffing the b0xx to be *better* than it was when people were abusing these poorly executed lockout systems? Perhaps you just realized that you would have to invest a lot of time to remove this exploit and decided it was better to just reduce the lockout timer than deal with people talking about how you can use exploits to get around the nerfs, despite this solution violating the b0xx's design principles? I'm not sure but 100% consistent 4 frame pivot uptilt sounds pretty damn impossible on a gamecube controller to me, considering tap jump and travel time. The reason you don't see people using "dash in > pivot uptilt" over the lesser technique "wavedash forward > buffer turnaround > uptilt" is that it's difficult and inconsistent on a controller, and failure usually means getting punished. Either way, I suspect we will be seeing yourself and other b0xx users taking advantage of this to great effect.
