This video covers how to properly finalize your load order in Bethesda games using community created tools like zEdit, xEdit, Wrye Bash, DynDOLOD, and FNIS.
In regards to questions about what steps are necessary:
If mods include zEdit patchers then they will tell you on the mod page, if you don't use any that do then you don't need it.
You only need to use xEdit if you want to use any xEdit scripts like the one I mentioned.
Wrye Bash is only needed if you use more than one mod that edits the leveled lists which is fairly common, if you use more than one mod that edits the same inventories, or if you are close to your plugin limit and need to merge some plugins.
DynDOLOD is only needed if you use mods that edit the game world in major ways. For example if a mod adds a new building then it will only appear in the distance if you use DynDOLOD. DynDOLODs also look better than vanilla lods so even if you don't use any mods like that it can still help your game look better.
FNIS is only needed if you use animation mods.
