From my experience it was. Watched two fires and my mom had to pick up both families. First fire scarred me. Fire station was five minutes away, they were late, roof collapsed in, lady died before the fire started, her animals dyed too. It was bad.

I'm a volunteer fireman. It's a slow. process. For volunteers they have to get to the station then respond that can take a lot of time.
