Can anyone explain... it seems that when the houses of parliament is in 'plenary', with full attendance, the very room of the Parliament hasn't got enough seats (I see people standing up at the other end of the speaker). Is that possible? It seems unbelievable: the very idea of 'sitting' MPs is that they would have somewhere... to sit!! I am Italian and in no way we see anything like that in our 2 chambers.
