I get that but Shanks had a council with them. Shanks hasn’t decided to fight them yet I’d say because of the scale of the battle. But they can teleport where Saturn is, so if Saturn actually came after Luffy before, it would’ve made more sense than leaving the fruit behind free. How I interpreted vegapunks message on the gorisei, is that they aren’t that evil? Which blows my mind cuz they blew up an island just for knowing about imu, which is evil. Most pirates are kinda bad, like kid, doffy. So I can see why the WG has good and bad marines. But why leave an ancient enemy like Joyboy unchecked? They even knew of what the devil fruit was and what it could do?

If you watch when they talk about the fruit they basically fuck it we can’t wait anymore and send the cp-0 agents to wano to get luffy killed. They didn’t think he was going to survive in the pirate world or unlock the fruit. They said it “seems like it’s avoiding us” so they most likely didn’t know the fruit was specifically for a person

If they were waiting to make a serious move, that makes them look dumb, why wait to make a major move considering how important and powerful this fruit is? The fact that is not in their hands alone should be enough of a reason to take continuous and serious action regardless of the status of the fruit and its user. Even regardless of any opposition they would face considering that the fruit and what it represents is far more dangerous than anything else they stand for “They didn’t think he was going to survive in the pirate world or unlock the fruit” if this is in-fact true, this makes them look bad. It's pretty much confirmed luffy should be the only user of the fruit besides joy boy because the fruit is alive it wouldnt pick someone without the potential to awaken it But everything makes the Government still look stupid no Government in the Modern era would do this it's like Russia is gathering a nuke instead of the states to try to develop something to counter it or attacking Russia from the start they sit down and say wait Russia will never launch it at us Like what a real Government no matter how small when something is a potential threat you attack

Regardless if he can awaken it or not , the threat of it possibly awakening will always be there, they are complete fools for not trying their absolute hardest to get it, regardless of who luffy has on his side, the value of that fruit far outweighs any potential ramifications of coming after luffy
